You probably just want to wait to play it until turn 6, because on that turn you can play it and use that ability right away, which means youre adding to the board instead of just playing this expensive Artifact
This is pretty good with evasion and an 8/8 body for your eight-mana investment
If you can stick Tavern Brawler and your commander youre gonna get some quite sizable damage boosts, which makes Tavern Brawler a pretty fun card
It takes a little finesse not to trigger the card yourself, but you can usually find a window since you have a fair number of instants like Wild Slash in your deck to still be able to fully use your mana for the turn
In Dissension, the first group still exists, however, the second one is replaced by another group of mono-color cards (mostly creatures), which already have abilities associated to two colors, but must be played with mana of different color or otherwise the card must be sacrificed
