As a baseline, every deck gets not just Command Tower (one of the best dual lands in the Commander format) but Ash Barrens and Myriad Landscape as well, which means each deck starts with $5.96 in land value based on these three staples alone (to put this in perspective, the Bant deck from Commander 2018 had a total land value of $4.07!)
This is pretty clearly a three-drop in my book: you want to cast this on turn three, and you can't cast the other side from your hand
