The only downside of Thunderbolt is that all energy cards attached to Pikachu must be discarded after attacking, so realistically Thunderbolt can only be used once every other turn assuming the player gets at least one electric energy on Pikachu for their next turn
Pokmon today have higher HP than ever, but with damage increasing to compensate, the gameplay is still fairly similar to past sets -- the main difference being that old cards with lower HP and attack are no longer viable, unless they have an extremely powerful ability to make themselves relevant
