Even though Azorius has plenty of cards that support mill strategies, I'd avoid those and just lean hard on lifegain synergies and let your commander seal the win
This deck isn't as creature-heavy upon first look, given that there are only 26 creature cards compared to 20 artifacts, but there are so many ways to create additional token creatures in this deck that the 26 permanent cards will feel like way more when in active play
No need to reinvent the wheel here
Once per turn, you can destroy one of your own monsters to flip all of your opponents monsters into face-down defense position
That said, its also a bit easier to maindeck because the power level and average card quality in Modern Horizons seems fairly lower than in Masters setswhich makes sense, considering that the product doesnt have Masters in its name and has drastically different booster and booster box makeup than a Masters set
