It shines in decks with lots of cheap spells (the effect is cumulative during each turn), providing both an enabler and a payoff for lifegain synergies
Something like having a 5 mana scry for 2 on a land would rarely be activated and thus rarely worth it over the basic land unless it had no drawback at which point it would see play everywhere with no reason not to
But where this card excels is that you can then cast all those (non-token) creatures
For example, a player who enjoys quick sessions might favor wager-free cashback over a large match that requires dozens of hours to clear
Next, at the end of your turn if a player controls no creatures (presumably because you've forced them to exile them all), you have to sacrifice this enchantment
The card is technically one of, if not the best, Spiders in Commander, especially for cards that are currently legal in the format
