The one real exception to this is Skullclamp

You can equip any creature with Blackblade Reforged, but its cheaper to equip to a legendary one

Still, I'd recommend that if you want to upgrade Elven Empire with another precon and without serious budget constraints, Guided by Nature is a good step in the right direction

It balances out quite nicely and I think it'll be playable, but it isnt too impactful
