Magical Hats is an interesting card

Your Commander must be a single legendary creature, although two cards can be used as dual commanders if they both have the Partner ability

As with any repeatable utility land it is on the expensive side to use and will thus be a fairly minor boost to synergies most of the time

But, this gets much better when you combine Muxus with Goblin Recruiter, which lets you stack every goblin in your deck in the order you choose to the top of your library

The card seems fine in an equipment or Blink deck that can take advantage of a strong Commander, but Magitek Scythe will similarly need a lot of support to make it worth running
