My first guess is that wed want just 23 here, and Im not even sure we couldnt play 22 if we could actually get away with four Opts (though they are competing with Temple of Mystery to some degree)
Devotion appears on black cards more frequently than other colors, though it's a well spread-out mechanic that has appeared in each color
Like Stage 1 Pokmon, this means that, from the start of the game, the player who plans to attack with these Pokmon in a deck will need at least two turns of Setup or the time it takes to go from beginning the game to having a Pokmon that is ready to take knockouts against the opponents Pokmon or for the player to be otherwise be ready to execute the decks strategy to win
