Burn isnt a competitive archetype in any MTG format outside of Pauper at the moment, but Boros Charm does make occasional appearances in Standard, Modern, and Pioneer anyway

As for Tiduss card, it can create a slowly expanding counter-based growth each turn
You may have to use wording more like "At the beginning of your upkeep, if you didn't attack with any creatures named Spark Phoenix, you may return Spark Phoenix from your graveyard to your hand." Unfortunately this means that if you have multiple Spark Phoenixes they will negatively interact with each other, however wihtout using some sort of token exchange, I don't think there will be a cleaner way to do this (not to mention the word space on the card)
