Presumably it is intended to work with the emerge mechanic in the set, perhaps it will be really good there

The gift mechanic is really cool in a multicolor format, and this one actually can gift an opponent an extra turn at instant speed, letting you insert that extra turn outside of the regular turn order, and meanwhile you get four 2/2 Bird tokens with flying, and then you get a Teferis Protection effect so you can safely observe the chaos you unleashed without being affected by it
If this Card was succesfully Special Summoned: Decrease the ATK and DEF of your Opponents Monster by 500
Third, there is no tray for the accessories/dice slot, which means you'll have to dig hard to get your dice out, or flip the box upside-down and pour them out
