These did actually have cones inside at one point; some are in excellent condition and others are lightly crumby and chocolatey. The previous owner cut open the cones with a knife, and closing them is a bit of a pain, so they will be mailed with bubble pockets wrap on the inside and in a box rather than in a mailer.
